What are the main challenges holding back cloud adoption in India?
1. Regulatory and compliance gaps
One of the biggest challenges is the lingering hesitation among enterprise leaders. ”Many businesses have these concerns about data security, control, and governance,” Janakiram explained. “They believe that migrating to the cloud will compromise their ability to control their data, privacy, and compliance.” This mindset remains a significant roadblock in India’s cloud adoption journey, particularly among larger enterprises.
As hyperscale providers continue to dominate global cloud markets, users are faced with ever more opaque data use policies and billing practices, with many cloud providers freely transferring user data across multiple jurisdictions where it can be subject to differing data protection and surveillance laws.

As Janakiram MSV explained during the webinar, “India, being one of the largest democracies in the world, needs to be very, very concerned about data leakage and about privacy getting compromised.” With the growing digitization of India’s economy, ensuring that sensitive data remains within the country’s political and geographical boundaries has become a non-negotiable requirement.
2. Cost and affordability concerns
While cloud computing is often seen as cost-effective, the perception of high upfront costs still deters many businesses. Janakiram pointed out that “there are still concerns around the high costs involved in migrating to the cloud, particularly the initial investments in working with system integrators and refactoring workloads.” This creates a significant barrier to adoption for many organizations, even if the long-term benefits outweigh the costs.
Despite initiatives to ease cloud migration, “Businesses often get excited about cloud, but when the free credits run out, they’re faced with unexpected bills that come as a shock”.
